In introducing the voluntary system, it has been the practice to hand over the buildings in efficient working order, & I do not think the grant of aid towards replacing the organ in the Cathedral seems unreasonable.
When this organ was first required, it was paid for by "private subscription", though the church was then state-supported. Now that the voluntary system is introduced, the demand is made that the state should do more for the congregation than it did under the old regime.
I do not follow this reasoning. Speak to Sir R. Herbert.
